Goal of the Training
It is to introduce a new GIS technology for the purpose of performing a pilot cadastral work in the city of Hossana with anticipated applications of the outcomes for various municipal functions such as: urban land use planning, urban land administration and revenue collection.
Objectives of the Training
To give highlights on SavGIS applications to municipal functions,
To give a demand driven clues about the use of cadastre in Hossana and
To upgrade skills of integrating spatial information with attribute data
Strategies to be used Throughout the Training
Using one GIS software, i.e. SavGIS only
Minimizing the theoretical part if applicable and more time for practice
Using the quick bird image of city of Hossana (e.g. digitizing)
Focusing on the skills of integrating maps/plans/buildings with attribute data
Selective target group/trainees, i.e., municipal experts and managers only
Participant-based and problem-solving style of training
Target Group or Trainees
A group of municipal experts having not more than 12 persons.
Planners, managers, surveyors, engineers and architects that are employees of the municipality at present.
Executive bodies and/or experts envited by the city’s manager from authorities in connection with the municipality (maximum 4)

Resources that are compulsory for the proposed training can be categorized in to three: consumable goods, fixed assets and special materials. Each of these categories can be cascaded as follows.

Financing the Training and Cost Estimation
The entire cost of the training is covered by the municipality of city of Hossana, i.e. (from the budget allocated for cadastre works of 1999 E.C. fiscal year). And the expenditure can be illustrated as shown in the following tables.

Obligations and Prerequisite of the training
This training proposal is just the first draft and therefore it is prone to some changes with respect to the time to start and the scope thereof.
Nevertheless, the size and scope of the training should not be deferred by either parties without the mutual agreement and consensus between them.
The training will start if and only if the manager of the municipality decides so.
Neither the cadastre team leader nor the invited trainer (Mr. Lortic) can be obliged to train without the confirmation of the proposed facilities (e.g. computers) and the guarantee to pay the costs stated in this document.
This training is a key point not only for the cadastre works but also for almost all activities of the municipality. I, therefore, strongly recommend it to be accomplished as soon as possible.

The Next Tasks of Cadastre Group
Evaluating the training in regard to its significance to the municipal activities.
Hiring contract workers for cadastre works.
Giving a detailed cadastral training i.e. PHASE II
Preparing an action plan of cadastral functions for the remaining months of the 1999 E.C. fiscal year and having it approved by the manager.
Starting a pilot cadastral project in Hossana according to the action plan and
Planning and budget proposal for the 2000 E.C. fiscal year.
